ACT Pre-Learner Licence Course

The purpose of the Pre-Learner Licence Course is to ensure each participant possesses adequate knowledge of safe driving practices and road rules before obtaining their Learner Licence. Please note that we are currently conducting only Online Courses.

Course Structure

The ACT Pre-Learner Licence Course consists of four learning modules delivered over two days or evenings (5 hours each session, totaling 10 hours). 
The ACT Pre-Learner Licence Course also contains a multiple-choice quiz based on Course content. The Road Rules Knowledge (DKT) Test is conducted Online at end of the 2nd Day/Night (if you choose to do so). You can choose to complete the DKT on another Day/Night (if you are not yet confident enough). You can prepare for and practice the Road Rules Knowledge Test by clicking here.

Course Topics

The Pre-Learner Licence Course covers a range of essential topics, including:

  • Responsibilities and consequences of holding or losing a driver licence
  • Preparing for the road
  • Crash types and contributing factors
  • The complexity of the driving task
  • Risk and hazard recognition, including the effects of alcohol and drugs on driving
  • Making choices about safe road use, including the safety of vulnerable road users
  • Road rules, safe vehicle choices, and trip preparation (Vehicle, Driver, Route, Journey)
  • Managing fatigue

Road Rules Knowledge Test

The Road Rules Knowledge Test is a computerized, self-correcting assessment consisting of 35 multiple-choice questions. If you do not pass on your first attempt, you can retake it. The course fee includes two free attempts (per government directive) at the Road Rules Knowledge Test. Any additional attempts will incur a fee of $40. The test may only be attempted twice in one day. For more information, refer to the ACT Road Rules Handbook.

Requirements for Course Completion

To complete the Pre-Learner Licence Course, participants must meet the following requirements:

  • Complete all four learning modules.
  • Pass the Road Rules Knowledge Test.
  • Successfully complete the included quiz (50% pass mark).

Note*  You must be at least 15 years and 9 months old to obtain a Learner Licence.

Post-Course Steps

Upon successfully completing the Course, you will receive (1) A Course completion Certificate and (2) A Knowledge Test Pass Certificate. You can then take both these Certificates to Access Canberra, along with proof of identity, and residency to obtain your Learner Driver Licence.

Overseas students from unrecognized Countries can take both Certificates to Access Canberra, allowing them one chance to pass the Government One-Off driving test.

Participation Requirements

To participate in the course, you will need:

  • A device (e.g Desktop, Laptop, Mobile Phone) with Zoom installed.
  • A primary form of identification, such as a passport (see ACT Road Rules Handbook, Page 6).
  • Your Course and quiz booklets (provided upon signing up).
  • A pen or pencil and paper for notes.
